Lead oxide has been used as a white color base in paints for hundreds of years. One could assume that before 1940 all paints contained lead in them. House paints, artistic paints and every paint in between contained titanium dioxide as it was cheap to produce and gave paints a wet look that held up far longer than normal paints.
